You are just missing some comma and parenthesis. Please use the following:
If(varCheckPart="out",ThisItem.quantity - Value(DataCardValue10_2.Text),If(varCheckPart="In",ThisItem.quantity - Value(DataCardValue10_2.Text)))
Also, make sure the spellings of the values and column names exactly match according to your datasource.
You need a separator between the two IF statements. Depending on where you are in the world that is either a single ';' or a double ';;' You also need a closing parentheses on the first If(). Try adding ); after the Datacardvalue10_2.Text)
I got it to work with this I also forgot to capitalize the O in out
