I am planning on using the Dataverse to store some data for an upcoming project. Some of the data I am capturing is similar to that of the User table. What is the User table use? Is the table used to grant users access to PowerApps somehow? If so, I would like to prevent this from happening.

Understood, that link is part of the Manage Users section in the documentation which goes into a lot of depth, so I definitely recommend having a read of that entire section to get an understanding of access. This page is of particular importance when it comes to managing Security Roles.

Yes, the Users table is a built in table needed to manage users in an environment. That combined with security roles determine what access a user has to the environment.
Could you clarify on what you want to prevent from happening? Correctly using a (Azure AD) Security group on the environment + Security Roles will prevent erroneous access to tables such as Users or other tables you don't want users to access.
