Teams webhook - Action 'manual' failed

Hi guys,
We have a problem with Teams webhook workflow - it doesn't trigger, and I cannot test it both from Teams desktop app, and from the web portal.
The error is the following: "Action 'manual' failed".
Additionally opening the webhook card shows a BadRequest error:
