Both Power Apps and Power Automate interaction with Dataverse for Teams is included in the Teams license. Take a look at this excerpt from Power Apps and Power Automate licensing FAQs - Power Platform | Microsoft Docs related to licensing queries . Please note that with Dataverse for Teams, users now can build flows using Power Automate maker portal and that operate in a Dataverse for Teams environment.
