Like in many other Android\IOS apps websites is there a way in PowerApps to introduce first-time users to your app. Something like a cursor which automatically moves around different controls whenever first time user open it & popup text appear explaint that control whenever a cursor reaches a new control

That is quite a complicated question and I am not sure I could demo it effectively over the forums. I know how to detect a 1st-time-user. But I cannot give you the exact answer you seek.
Most people would simply create an instructional video on SharePoint and provide a link to it in the help menu of the app.

Do you mean that's possible i.e having auto cursor movement over the app for first user?
No, you cannot do auto-cursor movement. The most complicated thing i've seen is creating new screens that behave like a PowerPoint but with more interactivity.
