Multilevel Approval flow without using approval action in power automate

Hello Power Users,

I'm building a flow with multiple approvers but the requirement is not to use the approval actions. Approvers will be routed to power app form and approve from their.

On the Power app there are five users(people picker fields) : PowerUser1, PowerUser2, PowerUser3 (all the powerusers are optional) and next is Reviewer(mandatory) and then Approver(mandatory), is the same order that flow should go through. And these are serial approvers, one should get notified with link to power app from another approval action. Gets to the app fills out comments and responds from choice either approve or reject.

If anyone in the chain rejects, then decline the flow and send a rejection email and end the flow.

I built the first action to check where the user is not null in the chain and sent a notification. Not sure what next step could be and stuck with infinite loops creating multiple flows. Unable to figure out the logic

Any help or suggestions please?
