In some cases, the 'list flows as admin' action returns an empty array with no flows, even if the selected environment has flows in it. It's hard to reliably reproduce the issue and when creating a test flow that only lists flows and does not do anything else, usually all the flows are returned. However, in the flow in which I eventually need this action to work, it sometimes works and sometimes doesn't, in some cases also depending on which downstream actions I use.
