Is there a flow that will attach a document library file to an list item so that if i go to the attachments of an list item, it will show there?
Eash list item inherently has the ability to house documents. There is no way to attach a library to a list item as the document repository for attachments.
I'm assuming, keep the library files where they are and create an lookup column on the list items to link to the document file using Title as identifer?
That would work to some extent. But it wouldn't be a replacement for the attachments field, it would be in addition to it. I don't really see the advantage you hope to gain form it.

You could add a document file to a sharepoint list item as an attachment with the "Add attachment action", and you could refer to screenshot below to create the flow:

Most likely my library title will have partial match with my list item, so i switched the title around and used a "contain". The flow works fine, but when I look at the attachment, it saves a file of the list item and not the library item.
