How would you go about setting up a flow to send notification whenever user does not upload a file in a library every week or everyday?

Setup a recurrence flow to run every day or every week, depending on the frequency you want. Then do a get file (Properties only) on the library and filter the result by created by and created Date. If the array that results is empty a file was not uploaded on that date.
