Approval flow for automatic file sharing with exteranal entities

I have added flowchart for a process I have imagined to make external file sharing semi-automatic. In our organization we have made sharing files externally possible only to some users. I would like to improve our current process and make it more streamlined. 

MS Forms allows to attach up to 10 files to a question which is more than enough for this process. I have played around with power automate and managed to basically do any of all steps, but not all of them.

    If someone has same problem as I did:

    • Create sharpoint list with necessary structure (including attachments);
    • Create power app for list input (not mandatory, just way more convenient);
    • Create powerautomate flow with foloving flow:
      • When sharepoint item is created(list);
      • Initialize three variables: attachement link, url, name (all strings);
      • Sharepoint get attachments
      • controls apply to each, append to string variable Links: [DisplayName](AbsoluteUri)
      • start and wait approval;
      • your approval flow;
      • Condtion if yes:
        • apply to each, responses;
        • Grant access to an item or a folder
