I've just worked through the training module on Power Apps Cards (https://learn.microsoft.com/en-us/training/modules/introduction-power-apps-cards/) and can see they have some merits in collecting small amounts of 'restricted' user feedback.
However, the training module explains about using the Cards in Teams but you can't building them in Power Apps for Teams. More importantly, if you want to retain the information you can only use the full version of Dataverse not Dataverse for Teams. As the full version of Dataverse uses a Premium Connector users require a PowerApps Licence to use the Card. This seems excessive just for small staff surveys... which is what it seems to be useful for.
Or am I missing something obvious here?
Yes, for a small staff survey if you're not already solidly into Dataverse, Cards are probably not your best bet. Maybe try using Microsoft Forms instead. This can be a much faster way to build surveys and review the results.
Microsoft have missed a trick here.We use Power Apps for Teams and Dataverse for Teams a lot for ourselves and clients and logically it would make sense for Cards to be part of the Power Apps/Dataverse for Teams bundle.
This would further increase adoption of the platform in areas hard to persuade when the licence cost is used as a barrier to adoption.
Well, as I mentioned Cards might not be the best solution for you, but they are not inaccessible. Using the Teams connector (which is standard, not premium) you can use the Post Card in a Chat or Channel action to send Cards you design yourself in the Adaptive Card Designer; I am pretty sure it's just the Canvas App-style editor experience that requires the full Dataverse licensing.
In theory, users shouldn't need a Premium license to view cards which access Dataverse data, as this isn't documented anywhere. However, in practice, the current implementation demands a full Premium per user license (not a per app license) if the cards connect to Dataverse data (which is the only data source currently available). This is absurdly heavy-handed for such a lightweight-by-design product and significantly reduces its usefulness.
I haven't been able to get any useful assistance or clarification from Microsoft's outsourced support. I haven't tried it with Dataverse for Teams, though.
