Connectors to use to gather information from multiple contributors in a 'form'

I'm trying to figure out which Flow connectors I can use to route form information to mulitple contributors.  Here is the use case a field tech gets assigned a form to fill out, they complete most of the information on the form based on the work they are doing, once they submit the form it goes to their foremen who reviews (and in some cases updates some of the techs reponses) and then fills out a couple more fields specific to them, after they are complete they submit their information and it gets routed to someone else to fill out some other fields and so on, in the end all the filled out data will be converted to a PDF and stored somewhere (which I know how to do).  I don't think this can be done with a Powerapps, as there is just a trigger and a send response actions, is there another connector that would meet my needs?

    Hi @hayden,

Are you working with Microsoft Forms? It seems that there are many fields in the form and they will be filled by different people. While you need to trigger the flow using only one trigger.

I am afraid that it is not possible to route the form to specific person using Flow. If you need this feature, please submit a request on Flow Ideas Forum:

No we haven't decided on what forms tool we will be using.  We were thinking about using Powerapps (as MS Forms seems to be more for surveys), but I don't think we can route a filled out Powerapp form through Flow.  I can see there are other Flow connectors like elastic forms and jotform, I was just wondering if anyone had experience with these, and if they would work the way I described above.
