EXCEL FLOW TO SEND EMAIL TO RECEIPIENT BUT GROUP ALL ROWS FROM SAME RECEIPIENT

I'm even sure if this is possible, but I would like to try. Maybe some bright minds may have a solution. 
 
I have an Excel file, saved in a SharePoint folder, with a tab name "Test" and within the tab there is a table "Plan". Just your basic table with multiple columns which include email columns from the contact, supervisor, and project manager. The rows are individual projects associated with the contact. 
 
Is there a way I can create a flow that sends an email to, lets say Donald, who has 3 projects to his name and include columns (that i want to include) and cc supervisor and project manager? Then provide a stamped date when it was sent on the same table.
 
For extra credit, can the trigger send to all the contact, not just Donald? The same requirement would be the same for the other Contacts. Individual email listing their projects.

The main purpose is to automate the emailing process without having to individually copy and paste into Outlook and sending it that way.

    Yes, there are a ton of website blogs and YouTube's on this, and it is easy to duplicate.  I found a flow of mine from a few years ago.  Essentially my version of this sends one email for each primary email address for all related rows.  The email itself contains a nicely formatted html table and is sent with a CSV attachment.  Works well, I am using this one in production that has run for more than two years in a row every single day!
