If function inside JSON function not working

I'm trying to drop columns from a collection based on conditions and then save the output as JSON but I can't get the If function to work inside the JSON function.

Why doesn't this code return colCompletedOJT?

Set(
 varTest,
 JSON(
 If(
 1 + 1 = 3,
 DropColumns(
 colCompletedOJT,
 "ShiftsPercent"
 ),
 colCompletedOJT 
 )
 )
);

JSON(DropColumns(
colCompletedOJT,

)),
JSON(colCompletedOJT)
)
);
