I don't think we can download the file directly from CDS. PowerApps expects a direct URL. We may need to have Azure function or Power Automate reads the file( base 64) and store it somewhere to pull it from PowerApps.
In General, Storing documents within CDS is expensive. Based on your requirement, you may need to rethink storing the document in Sharepoint or blog. So that you can get a direct URL that can be used in PowerApps.
