Can you open up a specific form through an email link in powerapps.

Can you make it so when you fill in a form it sends an email to a specific user with a link and it opens the form that the user just created. For Example User 1 creates a new form and submits it to User 2. User 3 creates a new form and submits it to User 4. User 2 receives an email with a link and it opens User 1's Form to edit. User 4 receives an email with a link and it opens User 3's form. Also multiple forms will be open at the same time by the same user and by different users. Is there like a unique identifier that can be used and filled in automatically. I was thinking in power automate when i new item is added in the list it sends an email out to the specific person with a link to the PowerApp. The user opens it and it shows a page with the form on it but don't know how to do this. Any help would be greatly appreciated. Thank you.
