Enterprise Mobility + Security E3 licensed users can access powerapps?

I have some set of users in my organization who only have (Enterprise Mobility + Security E3) license.

 

Please let me know if they can access powerapp/SharePoint as an end user?

    They cannot access powerapp/SharePoint.
