Automated flow based on date field

Hi community. I'm having real trouble getting started on what, in my head, feels like quite a simple requirement; in fact, I can't believe there isn't a template!

I have a list of new starters sat in a table in DV, one of the fields is date & time which has come through a dataflow from Power Query that adds the time. The significance of the time is that when it is "True" against UTCnow in any row (meaning the moment that they start on their first day), they get an adaptive card drop into Teams welcoming them to the company, with a link to their on-boarding documentation.

The action part of the above is simple enough but I need help with the trigger & condition if someone could please help.
