How do you keep the proliferation of user-created apps under control? I'm talking about hundreds of new apps created every year. We already put in place some controls, but I'd like to hear for alternatives.

One of the best ways would be to use the Center of Excellence (CoE). The CoE gives you an overview of Power Platform resources in your tenant, and helps you to scale governance processes.
One way to keep the proliferation of user-created apps under control in PowerApps is to establish a centralized app approval process. This process could involve a designated team or individual who reviews and approves all new apps before they are made available to users. Additionally, you could establish guidelines for app development, such as naming conventions and required functionality, to ensure consistency and reduce the risk of duplicate apps being created.
