I'm trying to build a chart for a dashboard, but I get an error for having over the maximum number of records. Does the 'Delete all rows that no longer exist in the query output' affect the data in my sql server database, or only the data within powerapps, and would this option help with the initial issue mentioned above?

Could you describe more clearly
1)what operation are you doing?
2)when do you select this selection "Delete all rows that no longer exist in the query output"?
If you choose selection when you created a Power Query with subsequent dataflow, then please do not worry that.
This will only affect data in CDS, it will not affect data in your sql table.
I suggest you check this issue, which may help you.
