We have a lot of records and it's very hard to select one by one in the list then pop up appear then edit the record the submit then again select another record -->same loop ,Is there something he can edit all records without going one by one like we do in excel ??

If you are looking for a solution on Canvas Apps, you can create editable grids. Refer to one of my blogs: https://www.ais.com/how-to-use-galleries-in-powerapps/
In case you want to build a similar functionality in Power Apps Portals, editable grids are not supported directly. It might release in some time, as this feature is in Microsoft's road map: https://powerusers.microsoft.com/t5/Power-Apps-Ideas/Editable-Grid-for-the-CRM-Portal/idi-p/222841
