Power App Question - Populating a list from data in a second list

I am developing a power app and ran into a problem and would like to tap into your knowledge and experience.
 
Technical details:
- Using Sharepoint Online
- The apps retieves data from 2 SharePoint Lists:
   - List 1 (Records Series) contains 3 fields (Title (used to store a unique code for the Records Series), Subject (Text field) and Citations (lookup field to list 2 (Citations/Title). The lookup field has multiple values turned on.
   - List 2 (Legal Citations) contains 4 fields (Title (used to store a unique code for the Legal Citation), Legislation (Text fild), Reference (Text field), Description (Text field), and Applies_To (lookup field to List1 (Records Seies/Title). The lookup field has multiple values turned on.
 
Functional Requirements
The purpose of the app is two fold:
a) Find all related Citations (List 2) associated with a Records Series (List 1).
b) Find all related Records Series (List 1) associated with a given Citation (List 2).
 
a) Works fine. I have created a Gallery which filters the Records Series based on a text input field.
b) Is where I am stuck! I am trying to populate the Applies_To field of List 2 using the data from List 1 (identify all Records Series using a specific citation code).
 
I have thousands of citations and hundeds of records series, and I am trying to find a method using power apps or power automate instead of spending hours manually updating each Citation record...
 
Any help would be greatly appreciated!

    What are you trying to Patch into the Applies_To field in 'Record Series' and how are you identifying which record to patch it to ? If I understand this correctly, you want to find any record in 'Record Series' where the code you specify exists in the Citations multi-value field, and then patch something over to the second list - you would do something like this â€‹â€‹â€‹â€‹â€‹â€‹â€‹(note this is not Delegable)

       Filter(
          'Record Series',
          YourCitationCode in Citations.Value
       ) As _Data,     //get all the relevant records
       Patch(
          'Legal Citations',
          LookUp(
             'Legal Citations',
             ????? = _Data.????
          ),
          {

    )
