So should I be able to drag DataCards around the screen like I can with buttons?

If I have one datacard it snaps to 0,0 and there is no moving it.

no GUI move option. Changing X,Y does nothing. 

 

If I add another datacard it lines up to the right of the first.

Snap to columns is turned off.

 

Google produces some issues from 2018, but seems as if those issues resolved. 

Before I waste any more time on this.

Can I have a datacard that starts half way down the screen slighlty indented from the left boarder.

    No, data cards will line up in rows. You can however modify the width of the card and place the contents to the right on the X property.

    By adding a blank Custom Card (Edit Fields -> ellipses ... -> +Add custom card), you can make cards appear virtually anywhere in the form.  It can be tedious and not intuitive but I have done it.
