Email not sending on schedule only on test

I have created a flow that runs successfully when tested and sends emails to the group.  I have not been able to get the flow  to run on schedule.  I have tried setting the initial start date in the past and I have removed and replaced the email command.  I'd like to get this resolved so that it can be implemented by May 1st and automatically send emails at the beginning of each month.
