Signed on to Power Apps Studio this morning and saw that most of the icons on the left hand side were missing. Additionally, when I try and open an app to edit it I just get a blank screen.
Looks like a caching issue - try force-refreshing the page (ctrl+F5 or hold control and press the refresh button)
If that doesn't work, try signing out of office and back in again and open Power Apps from the Office waffle
Thanks for getting back to me! I've tried force refreshing, clearing cache, restarting computer and browser multiple times, and signing on from different browsers. Additionally, other users on the same network are also seeing this issue. It was working fine yesterday so I'm thinking maybe our network team pushed something that affected this?

I would raise with your network team that the Power Apps service needs access to the following list of sites and they must be AllowListed on any internal firewalls/vpns:
