1.) Log in to Portal Apps
2.) Settings
3.) Administration
4.) Copy Base Portal URL
5.) Enter Base Portal URL + /_services/about into Browser
Result

Expected Result

I should be able to "Select Clear Cache."
The server-side cache is deleted, and data is reloaded from Dataverse.
Are there admin issues I am missing?

To clarify the problem, are you saying that the 'Clear Cache' button doesn't appear when you navigate to the path <portal_path>/_services/about?
Yes, I am saying that I do not see a Clear Cache button.
I only see Portal followed by some letters and numbers.
I would expect to see either of the following
The next thing I would check is this.
After step 4, when you enter the base portal URL into the browser and before step 5 when you navigate to + /_services/about, have you logged into the actual portal site that you're developing?

I have two windows open in my browser.
Window one is on https://make.powerapps.com/environments/Default-environment/home. I am logged in
Window two is on Base Portal URL + /_services/about
The result is Portals abc.....
A temporary workaround is to restart the portal but I would like to resolve this error.
Steps to restart
1.) Portals
4.) Portal Actions
5.) Restart
What I mean by this is, are you logged into the portal that you're building, using the address (substitue yourPortalSite with your actual portal name):
https://yourPortalSite.powerappsportals.com/SignIn?returnUrl=%2F
as opposed to logged into the Maker Portal via this address https://make.powerapps.com/environments/Default-environment/home
I did not realize I needed to go to
Once I did, I saw the option to create a sign in.
I did not, as it seems that this option may create incur additional charges starting at $200 per month.
