I have a Microsoft form that requires 1 attachment and has the option for a second attachment. I have my flow set up to send an email with the attachments when submitted. It works great if both attachments are uploaded, but fails if only the first required attachment is uploaded. Is there a way to fix this?

You can take a try to use length() function to check if there is an attachment uploaded in the option for a second attachment. If yes, use Parse JSON to get the attachment content and send it by email.

Email could be sent with a condition. Eg: creating a condition to send email with different options. If else condition could be handy.
Another option would be to use coalesce function in the expression section.
