Could you please share a bit more about the Unlicensed user that you mentioned?
Do you mean that the user does not have PowerApps licenses (PowerApps Plan 1 & PowerApps Plan 2)?
Does the user have an Office 365 license?
Further, do you want the unlicensed user to use a canvas app or a custom form in SP list?
- If you want the the unlicensed user to use a canvas app:
Actually, if one user want to use PowerApps, he/she does not need to own a certain PowerApps licenses (PowerApps Plan 1 & PowerApps Plan 2). If the user own an Office 365 license, and this O365 license includes PowerApps feature, he/she still could use PowerApps.

- If you want the unlicensed user to use a custom form in a SP list:
If the unlicensed user wants to use a custom form in a SP list, he/she must have enough permisson to access the corresponding SP list, and he/she must need a Office 365 license that includes PowerApps. Please check the following article for more details:
