How can I submit a Y/N field with a Blank value, it always sets to false no matter what I do!

This should should do itself false if its not selected the toggle, that is what it supposed to do because its Yes /No toggle,

If you really needed blank you will need to create another field in SharePoint Single line of text and add your form a toggle and set Default

If(formEditStaff.Mode = FormMode.New,false,galUsersList.Selected.IsTechnician = "Y")

and on Update form DataCard

If( toggleName.Value = true,"Y","")
