Copilot assumes string is topic redirect

I have my copilot ask a question and capture a user response. But when the user inputs a response string the copilot assumes it's an attempt to redirect. I have dynamic chaining turned off for all topics except Start Over.

 

Any idea how to prevent the bot from assuming basic data entry is an attempt at topic redirection?
