Test deployment profile file is adding the Test site settings but also is keeping the dev site settings as well.

When I deploy using the Test deployment profile file which contains the site settings for the test environment, it adds them but also it keeps the old DEV site settings records. From my understanding, the deployment profiles override the settings I want to change from one environment to another not keep both settings. So now every time I deploy, I have to do a manual clean up in the site settings by removing the DEV site settings and keep the ones deployed by the deployment profile. How can I fix this?
