When I am trying to change the display name using “Set-AdminPowerAppEnvironmentDisplayName” cmdlet I am getting error “The environment '’ is linked to a new CDS 2.0 instance. The operation 'PatchEnvironment' is forbidden for linked environments”

Hi @seanmcn - in case, if you are still looking for an answer, I just tested and currently "you cannot change display name of environment with CDS db via PowerShell script" however you can change from Power Platform admin center. Set-AdminPowerAppEnvironmentDisplayName cmdlet only works for environment with no CDS db.
Note: I also tested against a custom env url (instead of org*) and came into the same conclusion.
So, most likely a gap and should be an idea.
