Canvas app edit permission can not be restricted

I created a canvas app and shared it to a user in my tenant. Even though the user has USER (not co-owner) permission for the app that user can edit the app by applying these steps below;

clict the apps on the left side (tree)

click ALL apps

click 3 dots/ details / details for that specific shared canvas app

in that window edit button is applicable, he can edit and publish the app

Are you sure that they are not shared as co-owner - below is a screenshot from my Test account where I have non-owner permissions and the edit icon is disabled in both the initial and Details screen

I investigate a bit and see that that user who has only User rights for the shared app is also the has admin rights for the environment. May be this is the problem.

The admin for the environment can generally edit all apps in the environment.

The confusion is if the user has USER rights EDIT button is passive on apps list but active in app/details screen. So one of the screen has a bug.

The ability to do so also makes sense - if a user leaves the company and / or their profile is deleted, someone needs to be able to recover / change the app. The fact that it is only in one place is probably by design.
