I searched, I really did before this post. Couldn't find anything like I'm trying to accomplish. Im not a programmer so any help would be greatly appreciated.
Here is the situation:
I need to send an email to specific people when a file is uploaded into a folder in SharePoint. This folder already contains other files so I need the alert to only send ONE email for the newest file being uploaded. This email needs to have a link to that file.
Yes, I'm aware of the built in notification system but I have an executive demanding a link in the email that takes him to the file. It seems the built in system doesn't have that.
I was able to get something to work but it spammed my inbox with one email for each file that was sitting in the folder. I messed with the utcnow variable in the filter section but it came back with an error about the date format?

I feel like Im almost there but I cant seem to get past this issue. Screen shots below:
