Seems anyone inside our organization can delete our solution inside the default environment, can we restrict this

I am working on a new tenant for a client, now they gave me a service account + a test account. now inside the default environment >> i created a solution which contain 1 Flow + 1 Power Apps + 3 environment variables, as follow:-

now i published the app >> shared the Power apps with the related users.. i thought everything should be fine, until i login to the power automate using the test users >> where the test user was NOT able to see the Power Apps and the flow, but was able to see the solution and the environment variables, as follow:-

Also the test user was able to modify/delete the environment variables + most dangerously that the test user was able to remove the whole solution:-

so can anyone help me secure this? atleast i want to be able to define who can modify/delete the environment variables + who can remove/delete the solution, as seems currently any one can do those actions inside our solution? please i need some help on this issue..
