Populate files in the library with 'Require Check out' marked as Yes and discard check out to allow other users edit files.

Hello, 
As in the subject, does anyone know how to achieve that?

Any help will be appreciated.

    @Anonymous , you could do checkin file instead of discard checkout?

    @annajhaveri Okay, instead of overwriting I have used 'minor version' and it worked.
