My client wants to send soap request from power apps to cisco without using any custom connectors.
So I thought of going with power automate, but he doesn't want me to use premium license in power automate.
We are using E3 license for developing this application. Can there be any other free option to send a soap request
It's not free, but you could use a Logic App to make the soap request and pay just for the actions used which would likely be much cheaper than a premium license and based on actual usage rather than an arbitrary fee (based on the value MS feel you might derive from the service rather than the cost to provide it).
Of course, you have to figure out how you are going to trigger the Logic App and how it will return data (if that is required) - e.g. writing to a SharePoint list that the Logic App monitors so that it runs when a new record is added, though there will be a delay as the Logic App will only poll the SharePoint list every so often - you can configure how often, but the more often it is, the more the cost.

There is a clever trick to use the image control to call a URL (Power Apps: Using the Image Control to Trigger a Logic App – William's IT Blog (willpage.dev)), but I don't think it is a good idea to base a production App on that trick, MS want to charge you for making such calls so might plug that loophole at any time if they discover people using it to avoid premium licenses, plus I believe the only thing that you can get back is an image.
