Converting HTML file to JPG loses format

Good Day,

Hope someone can help.

I have a flow that creates an HTML file from a Powerapps HMTLText control. The HTML file keeps it table format fine.

I then add 2 images to the top and bottom using Flow. So I first do 2 x Get File Content and then create variables for both using dataURI.

I then do a Concat to add both images before and after the HMTLText content to create the file. Pic attached.

I then convert the HTML file to JPG. The result looks different in the JPG. Table looses spacing as well as the bottom picture have a huge white space above it. Picture attached. I removed the top picture because that stays in tact.

Hope someone can help please.

Many thanks
