Flow runs twice when a file is checked in

I have a flow in my Document library triggered by "When a file is created or modified (properties only)".  The flow runs once when a file is checked out, but it runs twice when the file is checked back in, and after the second run the file is checked out.   The flow has a single action, which is a Compose that reads the properties "File name with extension" and "Checked out".  Does anyone have any idea what could cause the second run when the file is checked back in?  More importantly, how can I keep the file from being spuriously checked out this way?

 

If you are wondering why I have such a simple flow, I am trying to debug a much bigger problem and this is part of the investigation.

    In case this is not clear, this is a flow attached to a SharePoint document library.
