Replication Steps:
1. Place an icon on the screen
2. Place a Text box over the icon
3. Hover over the text box, the text box is transparent and the underlying icon can bee seen during the hover over.

I replicated your steps and did not see this issue.
Is it possible that perhaps you have and issue with your HoverFill property of your Text Input control?
I would look at that to see if there is a problem there with being assigned transparency.

@RandyHayes you are right, followed what I thought was a bug using my own simplified steps and it is working perfectly in a fresh screen. I have a lot of control layeyed into the PowerApp and I must have a setting causing the issue. User error - it's not a bug. Thank-you for verifying - paul
