During our tests, we noticed that when a user with only Edit permissions starts the Content Approval Flow, the page is correctly sent to the approver. However, when the approver accepts the changes, the flow fails.
The flow fails in the action "Set content approval status - Approved" with this error: ActionTimedOut.The workflow action 'Set_content_approval_status_-_Approved' timed out while waiting for underlying operation to complete.
I have already configured some retry policy, but nothing has changed
After some testing, it appears that only users with ‘Full Control’ permissions are able to complete the approval flow without encountering issues

I was looking for articles that explain this issue, or clarify whether ‘Full Control’ permissions are required for all users who work with the Content Approval Flow, but I haven’t been able to find anything.
I noticed the approval action is set to time out after 3 minutes and also has a retry policy with long intervals. Could you help me understand what behavior you were aiming for with this setup? The short approval window of just three minutes is likely why the action is timing out. If there are any delays in receiving the e-mail or Teams notification, the approver doesn’t have much time to respond.
