We have discovered that our users must be registered in PowerApps.microsoft.com in order to create a Flow. Is this expected behavior?
We got the following error, we went to Power Apps, registered and the error went away.

I have successfully signed up Flow using my personal email xxx@outlook.com without signing in PowerApps.
May I know the end of your email addresses? Meanwhile, please check if you signed up for O365 through a partner. Also check the following article talking about signing in for Flow to see if there is any useful information:

This occurred to users with company domain accounts. they were able to sign up for Flow without any issues. but it did not work properly until they signed into Power Apps also.
After watching several presentations from Igniite, I was under the impression, that we would not have to do this. I thought that I would just need to put the users into the First Release group and they would be ready to use either of the tools.
