Can someone better help me understand the new licensing model for PowerAutomate?

In my job I am building business solutions for the company I work for using SharePoint and PowerAutomate and want to make sure I am using the best licensing model to achieve the best results.

As I understand it with an Office 365 license I am limited to 2000 executions per month and a minimum of 5 minutes for triggers - is this still the case? Is there a limit to the amount of flows I can create?

Now that the P1 and P2 licenses have been merged into the Per user and Per flow plans, what are the limits on each of these?
If I were to use the Per user plan, can I share flows to Office 365 E3 licensed users so that they can administer and update these flows and still allow them to go out against my Per user plan?

Worst case scenario I can use Logic Apps and just get charged per use to Azure.

I had similar confusion last month, in your question can you share apps created by P1 is it depends if it has Premium Connectors, if there no Premium Connectors they will be able to use it, Premium Connectors are, Common Data Services, HTTP, SQL Server, etc. once you one of them its gonna require every user to have P1 or P2 licenses, worst with P1 is its limited to 2 apps 1 Model-Driven and 1 Canvas, with 1 Portal.

Knowing that P1 License is limited to few apps, you are forced to P2 which is insanely priced to have unlimited apps, this new license terms are way too absurd.

in summary, no premium connectors sharable to all types of O365 Enterprise licenses, premium connectors it will ask for license and as E3 you will have 10,000 trial license that when assigned, sends a mothly expiration email to users.

That is for PowerApps, the OP is asking about PowerAutomate.

You could use 1x per-user account and create all flows in that account, depending on the type of trigger this usually works well.
