Hi, I am wondering why when I access power app from my PC at work I find that the computing language is different, I find ";;" where there are not supposed to be... everything is changed and different.

Where are you located (Country). Some European areas require ; instead of ' and ;; instead of ;

I am in Australia, so do not encounter this, but all users of the app need to be on the same reginal settings, or one group will not be able to use the app.
It's strange because at home i use a ; but here at work, 15km from it i see ;;......

The language of the web browser controls the language that Power Apps uses. Here's where you would change this from Chrome.
Most likely at home, your browser setting is set up to use English as the default language, and work, it is set up to use a langauge other than English.
