In a dev environment for Power platform , how do we create test users , that we can use to test our application by logging with them as per their role , for example , I want to have 5 test users in my tenant , who forms a org hierarchy of Employee --> Manager --> Sr. Manager --> Director -- > VP -- CEO . since I want to use them only for testing my flow or application logic do I have to buy Licenses for them.
