Hi i have an requirement that we wan to disabled users to default environment but assigned them to new created specific environment. Can this be done?

Do you want to prevent users from accessing the default environment?
Firstly,I'm afraid it's not supported now.
All the users will be assigned with the security role of Maker automatically, which could edit and run apps.
And this is decided by system.You can not change it.
So you could see default environment is an open environment.
Secondly, regarding “Control user access to environments” and “user permissions”, I think these links will help you a lot:

It is worth installing the CoEStarterKit which includes Power Apps and Automates that help control who can do what where. It also has some nice monitoring Power BI Dashboards so at least you can know who is doing what where and you can then work with them directly on some training.

You could also set up a process to delete any apps or flows created in the default environment. and block most connectors in the default environment.
