Issues with Time zones and global users

I use this formula in powerapps to offset the time in order to block time correctly on my calendar. I have colleagues in Morrocco and a few other countries who really like the app I built and want to use it. When I give them access it doesn't display the correct time. Do I need to set the "en-US" language code for each user depending on the country they are in?
