I assume that we have 'Office 365 E3 plan' and 'PowerApps plan 2' subscription.
Users who need to create and run Apps with Common Data Services will be assinged to PowerApps plan 2 and the others will be assigned just Office 365 E3 plan.
In that case, If users who have PowerApps plan 2 create App, other people who have office 365 E3 plan can use it?

As I posted in your another thread, all of the Office 365 & Dynamics subscriptions that include a PowerApps license will give the user the ability to access & run apps. Users who have PowerApps Plan2 create apps, then they will need to share the apps to other users who have Office 365 E3 plan so that they can run and use the apps.

Besides, before you share an app, you should consider the types of resources on which it relies, for some of the resources are shared automatically when you share an app, while other resources require you and or other people with whom you share the app to take extra steps so that the app works as you expect.
