I would like to offer a PowerApp to my clients outside my organization. What Microsoft Plan would I have to buy, so that anyone that I assign, can use my app?
Is the Microsoft 365 Business Basic enough, or do I need another one?

There are some differences between whether you are planning to have them access the app on your tenant, or if you are exporting it to theirs, but in the end, any user of an app must have it shared with them and an applicable Power Apps licence that covers the app features. Your licence only covers you.
Oh, one other way too: through a Power Apps portal, and then usage, not individual licencing, is the cost driver.
