Is it possible to utilize solutions to deploy Power Automate attached to SharePoint List/Libraries to staging and production environments?

I have few Power Automates that are linked to lists in dev site https://xxx.sharepoint.com/sites/dev-app

Now I can create the same lists/libraries in a different site collection(https://xxx.sharepoint.com/sites/test-app)

Is there a way to deploy multiple Power Automate to test environment and have them attached to the test site collection? using environment variable or some other way?

What is the best approach for this scenario?
